TIA for PAMA Shopping Village

The PAMA Shopping Village is a large retail complex located along the fringes of Mosta. It is set on a footprint of 32,000m2 and comprises two main buildings with a large car park set in between. The building to the east of the site includes a large supermarket, a cafeteria, restaurants, a 24/7 drive through fast food outlet, and retail outlets. The one to the west is a retail complex, dedicated to fashion.

Access to the site is via Triq Valletta (the main road between Birkirkara and Mosta) and Triq Pantar (the road that links Attard to Mosta).

Adi Associates prepared a Traffic Impact Statement (TIS) and a Scoping Report for Retail Impact Assessment to support the application of the Shopping Village. The TIS considered the impact of the project on the nearby key junctions. Weekday and weekend traffic counts were undertaken and automatic traffic counters were installed on Triq Pantar and Triq Valletta. The PICADY, ARCADY and TRANSYT traffic models were used to analyse the effects of development traffic on the key junctions during peak hours. The TIS recommended changes to the access arrangements, internal circulation, and safety improvements. Modifications to the key junctions, including the signalised junction nearby, were also proposed.

Subsequent to the submission of the TIS, Annual Average Daily Traffic (AADT) values of the nearby links, with and without the development, were calculated to assist the Client with the air quality studies.

The Scoping Report for Retail Impact Assessment (RIA) explains the scoping exercise that was undertaken to assess the likely impact of the introduction additional convenience and comparison retail floorspace on existing town centres within the defined catchment. It mainly involved an assessment of the potential trade diversion. The report concluded that a full RIA is not required since the Scoping Report provided sufficient detail on the impact of the Scheme on existing town centres.

The planning application was approved in July 2014.  The PAMA Shopping Village opened its doors in October 2015.
