Fuel filling facility for Road Tankers

Enemed Ltd, responsible for importing, distributing, and wholesaling petroleum products in Malta, has tasked Adi Associates with studies for relocating the 31st March fuel installation at Birżebbuġa to Has-Saptan, Ħal Għaxaq. The move is due to the government’s decision to close the 1979 installation near residential areas. The new site will offer refueling for road tankers supplying stations in Malta, featuring six loading lanes with three arms each for different fuels. The project involves a tunnel connecting the existing Ħas-Saptan facility to the new one.

An access study from April to August 2015 assessed the proposed fuel depot’s access and circulation. Adi Associates recommended improvements, including widening the gateway and setbacks, realigning the Triq Ħal Far junction, and widening its mouth to accommodate turning tankers.

A PDS submitted in September 2015 detailed the proposal, environmental risk mitigation measures, waste management, emissions, ecology survey, archaeological survey, and alternative considerations. It included a Landscape and Visual Amenity Assessment and an Environmental Risk Assessment.

After PDS submission, the Malta Environment & Planning Authority requested an EIA, focusing on the fuel dispensing station’s construction and its impact on ecology, agriculture, cultural heritage, geo-environment, landscape, visual amenity, and air quality. Detailed mitigation measures were recommended for the installation’s design.
