Diving Strategy for the Maltese Islands

Adi Associates recently completed Malta’s new diving strategy, titled “Developing A Sustainable Diving Industry in the Maltese Islands: A Strategy for the Future, 2022.” Officially launched on May 23, 2022, the strategy aligns with the guiding principles of the national Tourism Strategy 2021–2030.

The Malta Tourism Authority (MTA) and the Ministry for Gozo (MGOZ) entrusted Adi Associates with the strategy’s preparation, superseding the 2006 Diving Masterplan for Gozo and Comino and the 2011 Masterplan for a Sustainable Diving Industry in Malta.

Formulated before the COVID-19 pandemic, the strategy incorporates pre-pandemic industry analysis and post-pandemic considerations for Malta’s emergence. Extensive consultations, including surveys and site evaluations, informed the strategy.

The strategy outlines five Strategic Objectives and includes short and long-term action plans. Objectives involve upgrading infrastructure, enhancing site protection, improving industry regulation, supporting staff training, and diversifying the industry for competitiveness.

Specific actions include improving infrastructure at dive sites, designating marine parks, enhancing regulation enforcement, supporting staff training, and exploring industry diversification through new attractions and potential artificial reefs.
