For A Better San Pawl il-Baħar: A Vision for Sustainable Urban Transformation

After nearly two years of in-depth studies, stakeholder engagement, and on-site analysis, we successfully delivered the Regeneration Plan for San Pawl il-Baħar, Buġibba, Qawra, Xemxija and Salina on behalf of the Tourism Zones Regeneration Agency.

This strategic plan sets out a clear, long-term vision to transform one of Malta’s most important coastal areas into a more liveable, attractive, and sustainable destination – aligned with the national direction outlined in Malta Vision 2050.


A data-driven and people-centred approach

Our work combined technical analysis with strong community engagement, supported by a multidisciplinary team of planners, architects, and sociologists.We carried out:

  • Detailed land use and urban assessments 
  • Social Impact Assessments to understand how changes affect residents and businesses 
  • Extensive stakeholder and community engagement sessions 
  • Visual assessments to identify opportunities for improving public spaces and the urban landscape 

Through workshops, consultations, and real on-site observations, we gathered valuable insights directly from the people who live and work in the area.


Key challenges identified

The study highlighted several recurring issues across the region:

  • Pressure from tourism on infrastructure and public spaces 
  • Waste management and cleanliness concerns 
  • Lack of cohesive urban identity 
  • Traffic congestion and mobility challenges 
  • Limited high-quality public and green spaces 
  • Seasonal overcrowding 

These insights helped shape a set of targeted and realistic interventions.
