The Strategic Environmental and Social Assessment (SESA) was carried out for the draft revised St Helena Island Land Development Control Plan 2012 – 2022 (LDCP). Adi Associates carried out the environmental assessment element of the SESA, assisted by the St Helena National Trust; the social assessment element was carried out by the St Helena Government’s Social Policy Planner. Adi Associates was responsible for overall coordination of the project and for the formulation of the Environmental and Social Report (ESR).

Extensive public consultation informed the identification of the key environmental and social issues, and the development of the strategic objectives for the SESA and the indicators to be used in carrying out the assessment (outlined in the Scoping Report).

The ESR outlined the likely environmental and social impacts of the LDCP policies and the measures required to mitigate the significant adverse impacts, as well as a monitoring programme. An Approval Statement was also produced, which outlined how the Plan was revised to take account of the SESA conclusions.

The SESA identified a number of ways in which the LDCP policies needed be improved to both mitigate potential negative impacts and enhance positive ones. The SESA also highlighted a number of more strategic / fundamental issues with implications for the effective delivery of the Plan in respect of its environmental and social impact. The LDCP was revised to take account of the SESA.

The revised St Helena Island Land Development Control Plan 2012 – 2022 was adopted in April 2012.
