The Project Description Statement (PDS) described a proposal to sanction modifications to the slaughterhouse of an existing facility (slaughterhouse processing between 3,500 and 4,000 heads per day), together with a meat processing and packing unit, and a retail outlet. The potential environmental impacts identified included: impacts on animal welfare, food safety, waste impact and impacts in relation to energy and water. Recommended mitigation measures were identified. The PDS included a Waste Management Plan.

On submission of the PDS, the Malta Environment and Planning Authority (MEPA) directed that an Environmental Impact Assessment (EIA) was not required.

The obtaining of an Environmental Permit was a condition of the development permit granted for the project in January 2011. The Environmental Permit Application addressed the fuels and chemicals stored on site, the types and quantities of wastes generated, liquid discharges, and air emissions.
