A Scoping Report and an Environmental Report were prepared as part of the Strategic Environmental Assessment (SEA) of the National Energy Policy for Malta 2009. The Energy Policy outlined policy objectives in respect of: energy efficiency; reducing reliance on imported fuels; stability in energy supply; reducing emissions; delivering energy efficiently and effectively; and ensuring security of supply.

The SEA’s primary conclusion was that the Energy Policy had the potential to have a significantly positive impact on the environment, but that this impact could be further enhanced by the inclusion of clear targets for implementation.
