A Traffic Impact Statement (TIS) was prepared to support a planning application to relocate the current St Michael Kindergarten in San Gwann to a vacant site adjacent to St Michael Junior School in Pembroke.
The Kindergarten currently operates between 9:00 and 12:00. However the service will be extended at the new premises in order to promote single trips for siblings at the Junior School which operates from 08:00 to 13:30.
The TIS assessed the effect of development traffic on the key links and junctions for the first year of full operation (2012) and in five years (2017). The 2012 scenario was not considered since the difference to the base traffic in 2010 was minimal. The PM flow was also not taken into account either since the traffic generated by the proposed development will not affect this flow.
Data for trip generation was based on surveys at the Kindergarten in San Gwann and other data supplied by the client. The TIS concluded that the estimated increase in network traffic is insignificant. In addition, the traffic generated by the new kindergarten is outside the current network peak hour flows. The TIS recommended a number of measures aimed at providing a safer environment around the school.
Planning permission for the school was granted in August 2011.
