Adi Associates undertook the comparative evaluation in liaison with Island Consultancy Services. The evaluation specifically focussed on the roles and responsibilities of local and central governments in spatial planning in the Republic of Malta, the Republic of Ireland and the Isle of Man. The objective was to provide the client with an evaluation against which to benchmark Northern Cyprus. The project was conducted within the framework of the Functional-Institutional Review in Northern Cyprus (FOKUS).
The evaluation provided: a description and discussion of the institutional and legal setting of the small states; a description and discussion of the making and the implementation of a spatial plan in the states; and an account of the major reform agenda in the states in relation to spatial planning, including from a historical perspective. The key features of a good spatial planning system were also outlined, in order to facilitate benchmarking.
