Adrian Mallia is a chartered environmentalist, chartered biologist, and Managing Director of Adi Associates Environmental Consultants Ltd. He has over 25 years experience in environmental matters, including environmental planning and management. He has in-depth knowledge of Environmental Assessment, having also been in charge of the local EIA process for seven years; he is also a Registered EIA Practitioner with the IEMA (UK).
Adrian has extensive experience in project management and was previously head of the former Environmental Management Unit of the Malta Planning Authority for six years, with responsibility for urban conservation, archaeology, coastal and countryside planning, EIA, environmental education, heritage protection, environmental surveys, and environmental monitoring. He was also part of the Planning Authority’s senior management team for over six years and a member of the Structure Plan Core Group for two years. Plans that he has been involved in include the Waste Management Subject Plan and the Minerals Subject Plan, the Coastal Strategy Topic Paper, the Rural Strategy Topic Paper, and the Posidonia survey.
At Adi Associates he has been involved in a variety of projects, including: waste management facilities, quarries (and their restoration), farms, tourism establishments, residential and commercial outlets, high-rise development, marine infrastructure, fish farms, artificial reefs, petrol stations, dredging projects, and beach projects. He was also involved in the formulation of a number of Strategic Environmental Assessments and coordinated a number of Appropriate Assessment Studies for developments that may impact SACs or N2000 sites.
As a consultant to the United Nations Development Programme (UNDP), in 2004 he provided technical and strategic support and advice to St Helena Island in the South Atlantic Ocean, including on capacity building, EIA, environmental and strategic planning, marine studies, heritage protection, and waste management. He also acted as an EU TAIEX expert on an assignment to the Turkish Cypriot Community in North Cyprus, providing advice on environmental management at quarry sites in 2007. In 2008 he returned to St Helena Island as a consultant to the St Helena Government, where he undertook an Institutional Review of the Environmental Services Functions on the Island. As a direct result of this work, in 2011, the government of St Helena established the Environmental Management Directorate. During his third visit to St Helena in 2011, Adrian led a team working on the Strategic Environmental and Social Assessment for the new Land Development Control Plan for the island. In 2014 he returned to North Cyprus, on a second TAIEX mission dealing with restoration of quarries. Other international work that Adrian was involved in included two EIAs for marine projects in the Republic of Somaliland. In 2015, he led a team that produced the EIA for the refurbishment of the fishing port in Berbera on behalf of the Food and Agriculture Organization (FAO) of the United Nations; whereas in 2016, he led a team that produced the EIA for the re-construction of the jetty at Maydh (Sanaag Region) on behalf of the Somaliland Development Fund (SDF).
AAdrian was also part of the group of experts who formulated the 1998 and 2002 State of the Environment Reports for the Maltese Islands, as well as Malta’s First & Second National Communications on Climate Change (Malta’s Report to the UNFCCC), in the latter case focusing on adaptation to climate change.
Adrian is also involved in providing local support in environmental legislation to foreign environmental auditing companies and acted as short term expert in evaluation of EU funded environmental projects in Malta.
Adrian is fluent in Maltese, English, and Italian, and has some knowledge of Spanish and Portuguese.
He enjoys sports, with a keen interest in football and long distance and half marathon running, which he regularly participates in. When time permits he enjoys travelling with his family, experiencing foreign sights and cultures. Adrian also loves trekking, cooking, and a good bottle of wine!
