Site Selection Exercises
Adi Associates has prepared a number of Site Selection Exercises for development proposals having regard to the National Spatial Strategy outlined in the Strategic Plan for the Environment and Development (SPED), 2015. The SPED advocates a sequential approach to the use of land, with the aim of ensuring the sustainable use of land resources, the efficient use of available space, and the safeguarding of the Rural Area (Outside Development Zone – ODZ).
The methodology for the Site Selection Exercises involves first screening for sites within the Urban Area (Development Zone), and based on environmental and planning considerations, as well as the key technical and operational considerations for the development (identified in consultation with the applicant and agreed by the Planning Authority). Having regard to the Guiding Principles of the sequential approach advocated by the SPED National Spatial Framework, Stage 1 of the Site Selection Exercise involves identifying buildings and / or previously developed land (brownfield sites) within the Urban Area (Development Zone) that could potentially be reused and / or redeveloped. Where no such sites are identified, Stage 2 subsequently involves identifying vacant land within the Urban Area that could potentially be developed.
In cases where the Site Selection Exercise has not identified any potentially suitable sites within the Urban Area, and as directed by the Planning Authority, the process is then repeated to screen for sites within the Rural Area (Outside Development Zone) – Stage 1 involving identifying buildings and / or previously developed land within the Rural Area (Outside Development Zone) that could potentially be reused and / or redeveloped and, where no such sites are identified, Stage 2 subsequently involving identifying vacant land in the Rural Area that could potentially be developed.
